THE CONTEXT

A modern, efficient administration serving the maritime economy.

DGAMP wanted to serve its users better, optimise its operations, improve team productivity and transform its services through technology, in a field where security, inspection, seafarers, rescue and ship registration intersect.

Synelia led the assignment end to end: interviews, diagnostic, international benchmarking, transformation plan, prioritisation, governance, then implementation of the workstreams.

THE CHALLENGES

Three objectives
to deliver together.

Digitalise processes

Digitalisation and automation of administrative processes, human resources management, data for decision-making.

Coordinate better

Between DGAMP entities, with port authorities, economic players and industry associations.

Strengthen safety and security

Surveillance and prevention, rescue and crisis coordination, cybersecurity, stakeholder awareness.

OUR RESPONSE

What we
built.

More than 70 hours of interviews

With the Inspector General, 12 central directorates, 35 sub-directorates, the inspectorates, regional directorates and districts.

A comprehensive diagnostic

Business processes, existing projects and applications, IT functions under ITIL v4, data location and security.

International benchmarking

Best practices from leading maritime administrations and key success factors.

A transformation plan

Three strategic priorities, seven workstreams and thirty-seven projects, aligned with the macro-processes.

A prioritised roadmap

Fifteen prioritisation criteria and a 2023–2025 high-level schedule.

Governance

Steering committee, control committee, coordination unit and project managers, with change management.
